Amherstowner New Member New Resident Posts: 14	Halloween Hours 10/28/08 at 16:54:52 October 31, 2008 Portsmouth, Hampton, Norfolk, Virginia Beach Official trick-or-treat time in all cities is Dusk to 8p. All children should be off the street by 8p. Trick-or-Treating is reserved for children aged 12. Please be very careful out there and be sure to have your kids wear some sort of reflective object. Have fun
